Kiwis remain at risk of sunburn in spring!

Daylight saving starts this Sunday and it’s a timely reminder we need to dig out our sunhats, wrap-up clothing, sunglasses and sunscreen.

Spring is the time when many New Zealanders can unwittingly get sunburned, as Ultraviolet Radiation (UVR) levels are rapidly rising but temperatures can be cool, even on sunny days. UVR from the sun, which is the cause of burning, is not related to heat or high temperatures. You can still get sunburned on a cool or cloudy day.

This makes New Zealand a challenging environment for sun protection because even on cool or cloudy days, the UVR levels can be strong enough to damage skin. UVR increases significantly across much of the country in spring.

A new international report details the success of worldwide efforts to protect the ozone layer - the shield that protects the Earth from harmful levels of ultraviolet rays. The report concludes that as a result of the phasing out of ozone-depleting substances, under the Montreal Protocol, the ozone layer outside the Polar Regions is projected to recover to its pre-1980 levels some time before the middle of this century.

But, the ozone layer will recover at different speeds, in different parts of the globe and a delayed recovery of Antarctic ozone has implications for New Zealand due to our proximity to the Antarctic. “Even if the ozone fully recovers worldwide the intensity of our UVR will continue to be much higher than at similar latitudes in the Northern Hemisphere,” says Dr Richard McKenzie, NIWA’s UVR scientist.

Dr Judith Galtry, the Cancer Society’s Skin Cancer Advisor, notes that, “while the report paints a hopeful picture globally, in terms of ozone layer repair, New Zealanders remain at high risk of sunburn and skin cancer. So it’s just as important as ever to adopt sun protection strategies, especially between 11am and 4pm or when the UV Index (which measures UVR levels) is 3 or above.”

The Cancer Society advises that between September and March, you should:
• Wear clothing that covers as much skin as possible, hats that protect the face, ears and neck and wrap around sunglasses
• Use SPF 30+ water resistant sunscreen, and reapply every two hours especially after swimming or being in water
• Seek shade

• Over the past decade, global ozone and ozone in the Arctic and Antarctic regions is not decreasing but is not yet increasing.

The recovery might be speeded up by greenhouse gas-induced cooling of the upper stratosphere.

What is Ozone?
Ozone is found throughout the atmosphere, but most of it is in the higher atmosphere. Ozone acts like a giant shield against the sun’s harmful rays.

Bali launches historic campaign to eradicate rabies

WSPA funds efforts for island-wide vaccination programme

In a lead up to World Rabies Day, the Bali government has just signed an agreement authorising a mass vaccination campaign to inoculate nearly 400,000 dogs as an essential first step towards eradicating rabies from the island by 2012.

This first island-wide vaccination programme is being funded by the World Society for the Protection of Animals (WSPA), working closely with the Bali Animal Welfare Association (BAWA), the Bali Government and the Indonesian Central Government.

Bridget Vercoe, WSPA New Zealand’s Country Manager, said, “By choosing to eradicate rabies through a dedicated vaccination effort, Bali is taking the most effective route to protecting the health of its citizens, as well as the thousands of tourists who visit the island every year, With this campaign, Bali is set to take centre stage and demonstrate a perfect model for rabies control to other countries where rabies continues to be a challenge.”

Following BAWA’s successful pilot vaccination scheme this year in two of Bali’s regencies, its agreement with the island’s government will enable teams of trained animal handlers to inoculate dogs in the remaining seven regencies (Footnote 1). The World Health Organization (WHO) describes such vaccinations as “Globally, the most cost-effective strategy for preventing rabies in people.” (Footnote 2)

The Governor of Bali, speaking at the signing event, said, "The Balinese community live in harmony with their animals and did not want to see them killed, but we did not have a choice in our fight against rabies - thanks to the international community, we now have a humane alternative for protecting our people and our animals."
News of this joint initiative is being welcomed by the international community committed to the common goal of rabies eradication. Deborah Briggs, the CEO of the Global Alliance for Rabies Control, said, “We’ve seen enough evidence from around the world to reinforce our belief that this mass vaccination project is the single most effective measure in saving the lives of people on Bali.” (Footnote 3)

WSPA has designed the vaccination programme in close consultation with the Bali government, as the authorities will reclaim responsibility for managing and resourcing the scheme following the end of phase one. Efforts in the first phase have been supported by a generous donation from AusAID who donated 370,000 doses of dog vaccine in addition to drugs for human post-exposure treatment from the Bali and Indonesian Central Government.

The Bali government’s resuming ownership for the programme will ensure that the critical immunity threshold – of at least 70 per cent of Bali’s dog population being vaccinated – is maintained year on year, until the island can safely celebrate being rabies free.

National competition to jumpstart jazz careers

The ASB Queenstown JazzFest is inviting talented young musicians from around New Zealand to enter the 2010 ‘JumpStart’ Jazz Competition, to be held in October as part of the ASB Queenstown JazzFest.

The Jumpstart competition will be held on October 23 and 24 as part of Queenstown’s major springtime event, the ASB Queenstown JazzFest. The Youth Competition (12-17years) and NZONE Emerging Talent Competition (18-25 years) aim to give exposure to young musicians and help ‘jump start’ their careers.

Event Manager Simon Green says the competition welcomes any entries demonstrating an understanding of the key elements of jazz, and offers contestants a fantastic opportunity to perform on an international stage.

“It’s a wide genre and we’re looking for individuals or bands that stand apart from the crowd with unique and creative sounds,” he says. “An entry must be based on a jazz standard, and contestants are to perform their own interpretation of the piece. In previous years we’ve been enthralled and delighted by the breadth of young talent that’s out there just waiting to be discovered.”

The Youth Competition invites anyone aged between 12 and 17 to take part in an open competition, to be held on Saturday 23rd October at Queenstown’s Village Green. Categories include most outstanding) solo vocalist, solo instrumental and best band combo, with the band section (3-5 piece combo’s only) open to all High School students regardless of age. Entrants have until 5pm Friday October 15 to register online at www.asbjazzfest.co.nz. The winning soloist and solo instrumental will receive $500 cash, runners up $250, and the top band $750.

For the NZONE Emerging Talent Competition, open to professionals and amateurs aged from 18 to 25, up to 12 finalists will be selected from an initial audition round via DVD or web upload submissions. The finalists will compete in a live performance in front of a judging panel and audience at Queenstown Village Green on Sunday October 24. Categories include most outstanding solo vocalist and solo instrumental. Entries must be submitted by 5pm on Friday October 1.

The Emerging Talent winner will receive $750 cash, runner up $350, and the top three placegetters will all receive an NZONE skydive.

Finalists in both categories will be given free entry to a workshop of their choice from the Festival Development Programme, to be held over Labour weekend.

Mr Green said the competitions were being held during peak festival time to enable contestants to soak up the jazz music and atmosphere and take part in workshops.

Nominations Open to Find Extraordinary New Zealanders

Rt Hon Jim Bolger and New Zealander of the Year 2010, Ray Avery, will launch nominations for the Kiwibank New Zealander of the Year Awards 2011 at an event on Tuesday 3 August at Te Papa. Awarded for outstanding service, achievement and contribution to the nation, the awards celebrate excellence in New Zealand.

2010 Tax Code

The only thing that the Government has not taxed yet is the male penis.

This is due to the fact that 69% of the time it is hanging around unemployed, 10% of the time it is hard up, 20% of the time it is pissed off and 1% of the time it is in a hole.

On top of that, it has two dependants and they are both nuts!

HOWEVER: effective January 1st, 2010, the penis will now be taxed according to size:
The brackets are as follows:

5 - 10 cm. Nuisance Tax 20.00
10 - 20 cm. Privilege Tax 100.00
20 - 25 cm Pole Tax 200.00
25 - 30 cm Luxury Tax 300.00
Males exceeding 30 cm must file capital gains.

Those under 5 cm are eligible for a tax refund.

Importance of training

There was a case in a Johannesburg Hospital's ICU, where patients always died in the same bed, every Sunday morning at 11am regardless of their medical condition.

This puzzled the doctors and some even thought that particular bed was the work of the Devil..... as to why the deaths at 11am on Sunday mornings? A world-wide team of experts were constituted and they decided to go to the ward to investigate the cause of the incidents.

So on the next Sunday morning, a few minutes before 11am, all doctors and nurses nervously waited outside the ward to see for themselves what the terrible phenomenon was all about. Some were holding wooden crosses, prayer books and other holy objects to ward off any evil spirits. Just then the clock struck 11 and............

......Precious Tshabalala walked in (part-time cleaner) unplugged the life support machine and plugged in the vacuum cleaner.

COWS

Is it just me, or does anyone else find it amazing that during the mad cow epidemic the UK government could track a single cow, born in Bourne almost three years ago, right to the stall where she slept in the county of Lincolnshire?

And, they even tracked her calves to their stalls.

But they are unable to locate 125,000 illegal immigrants wandering around the country. Maybe they should give each of them a cow!!

This way the seniors would have access to showers, hobbies and walks. They'd receive unlimited free prescriptions, dental and medical treatment, wheel chairs etc and they'd receive money instead of paying it out.

They would have constant video monitoring, so they could be helped instantly, if they fell, or needed assistance.

Bedding would be washed twice a week, and all clothing would be ironed and returned to them. A guard would check on them every 20 minutes and bring their meals and snacks to their cell.

They would have family visits in a suite built for that purpose.

They would have access to a library, weight room, spiritual counseling, pool and education.

Simple clothing, shoes, slippers, PJ's and legal aid would be free, on request..

Private, secure rooms for all, with an exercise outdoor yard, with gardens.

Each senior could have a PC a TV radio and daily phone calls.

There would be a board of directors to hear complaints, and the guards would have a code of conduct that would be strictly adhered to.

The "criminals" would get cold food, be left all alone and unsupervised.
Lights off at 8pm, and showers once a week.
Live in a tiny room and pay £900.00 per month and have no hope of ever getting out.

Just a Tap

A passenger in a taxi leaned over to ask the driver a question and tapped him on the shoulder. The driver screamed, lost control of the cab, nearly hit a bus, drove up over the curb, and stopped just inches from a large plate glass window.

For a few moments everything was silent in the cab, and then the still shaking driver said, "I'm sorry but you scared the daylights out of me."

The frightened passenger apologized to the driver and said he didn't realize a mere tap on the shoulder could frighten him so much.

The driver replied, "No, no, I'm sorry, it's entirely my fault. Today is my first day driving a cab. I've been driving a hearse for the last 25 years."

Kiwi Charities to Benefit from Online Shopping

A new online bargain site with a conscience has launched giving customers the chance to help local charities simply by shopping at its 24 hour online store.

Kiwi Men Worried About Their Looks: Survey

Kiwi men are worried about their looks with hair loss, dandruff and weight gain their three biggest concerns according to a new trans-Tasman study.

The Head & Shoulders Hair Retain Survey showed that more than a quarter of men (29%) said they were worried about having dandruff and just over a quarter (26%) were concerned about losing their hair.

The results also show that New Zealand males were anxious about their waistlines as well as their hairlines! Just under two thirds of Kiwi men (63%) were concerned about putting on weight, compared to just less than half of their Australian counterparts.

Auckland psychologist Sara Chatwin says having hair is closely aligned with many masculine characteristics so when men lose their hair, their self-esteem often plummets.

“Many men define themselves by the way they wear their hair. This may be due to traditional beliefs that suggest hair is associated with virility, social status, strength and youth,” says Chatwin.

“When their hair diminishes or gets dandruff (that is perceived as dirty) men may feel less virile, weak, older and generally less attractive,” she says.

Chatwin says with this in mind men will often go “the extra distance” to ensure their hair is full, dandruff flake free and healthy looking.

“These days men are taking more time to look after their personal grooming habits and hair maintenance is part of that package,” she says.

This may be the case for Kiwi men but when it comes to appearances it seems Australian men aren’t nearly as alarmed about certain aspects of their appearance! Only 13% of Australian men worried about dandruff and just 18% said they were apprehensive about hair loss.

Kiwi respondents said that when it came to wrinkles they were not overly concerned, with only 17% saying it was an issue for them; excess hair was even less of a worry with 13% of Kiwi men saying being overly hairy upset them.

Interestingly Kiwi women were also more concerned about men’s hair than any other appearance issues. Eight out of 10 Kiwi women said dandruff on a man’s shoulders was more of a turn-off than thinning hair! Six out of 10 women surveyed also said that unkempt hair on men was a sign of laziness.

Nearly half (47%) of Kiwi women thought men with a full head of hair are generally more attractive compared to 44% of Australian women.

When it came to males Kiwi women were generally less concerned withbaldness just 15% said bald patches were the first thing they noticed about a man, compared to 22% of Australian women.

Similarly hair was not considered a strong predictor of success with just 12% and 13% of Kiwi and Australian women respectively saying men with a full head of hair tend to be more successful.

The survey was commissioned by Head & Shoulders to launch its new Hair Retain for Men shampoo. The specially formulated product works to reduce dandruff flakes from the first wash but also smoothes the scalp, slows down hair fall due to breakage and provides hair care and protection.

New Bond System Makes Renting Cheaper

An innovative new bond system is set to shake up the New Zealand tenancy market, making renting a home more affordable and accessible.

From July 1 2010, SmartBond will be available to both landlords and tenants as an alternative to the traditional Department of Building and Housing administered (DBH) bond system.

Already an international success story, SmartBond avoids troublesome payment scenarios between landlords and tenants by offering landlords a full five weeks cover for unpaid rent or wilful damage, in return for a small weekly premium. Premiums are calculated as a percentage of a tenancy’s weekly rent at 2 per cent.

An additional option of rent protection insurance (premium 0.5 per cent) also gives landlords the security of knowing that their tenant’s rent will be paid (up to a maximum of 12 weeks), should the tenant become redundant, bankrupt or disabled.

The Director of NZ Guarantee Barry Gordon says SmartBond is a more flexible, financially savvy option for landlords and tenants, which provides increased cover for landlords if a tenancy ends badly.

“The entire SmartBond system has been set up to make the process as straightforward as possible,” says Gordon. “We’re confident that, similar to what we’ve seen internationally, SmartBond will become the bond system of choice for New Zealand landlords and tenants.”

Once parties have agreed to use SmartBond, they sign up online or through a SmartBond Approved Agent. Once approval is granted, the tenancy can begin immediately and as long as premiums are paid, cover is guaranteed until the tenancy ends.

Landlords may also choose to reward current tenants and opt to include SmartBond in the existing rent, allowing any remaining Bond to be released back to the tenant.

Based on a similar successful system employed in Switzerland, Belgium and the UK, SmartBond also offers tenants the additional benefit of applying for preapproval as a SmartBond tenant. The tenant is issued with a SmartBond Approval Certificate which they can use to streamline future dealings with potential landlords.

Landlords and property agents may choose to advertise their rentals as SmartBond properties, attracting tenants who are savvy about managing their money, without the deterrent of having to raise four weeks bond upfront.

SmartBond has a six month minimum term and can be terminated by either party at any time after this term. SmartBond has been developed in accordance with the restrictions of the Residential Tenancies Act 1986 – both landlords and tenants receive the protections afforded by the Act under the SmartBond system.

Tainui and Hoyts to Launch State-of-the-Art Cinema Complex

Tainui will join with Hoyts Cinemas to build a multi-million dollar cinema complex in the Waikato creating 80 new jobs and giving a boost to the local economy.

Due to open in 2011, the new Hamilton cinema, will offer more than 1300 seats, six digital movie screens all with digital 3D capabilities, an Xtremescreen, food emporium and concept cinema and bar.

Hoyts General Manager Brian Eldridge says the new complex at The Base shopping centre will be the first purpose built, fully digitalized movie venue in New Zealand and the company is pleased to be launching the new ‘premium cinema concept’ experience in the Waikato. The Te Rapa venue will also include an auditorium for large screen shows, conferences, private functions and sporting entertainment with a fully licensed bar close by, says Eldridge.

“We’re excited to be creating such a unique and innovative offering to the Waikato and look forward to working with Tainui Group Holdings (TGH), owners of The Base, to give the local region a cinema complex which would rival anything found internationally.” Eldridge says the new cinema is the first of Hoyts’ concept cinemas and there are plans to develop more nationwide.

Tainui Group Holdings Chief Executive Mike Pohio says creating a new benchmark for cinema entertainment is consistent with TGH’s goal of creating a market leading region facility that will continue to attract people and operators in Hamilton.

Entertainment seekers wanting a step up in movie experiences will be able to do so with the provision of 143 La Premiere seats and a gourmet selection of wines, antipasto, pizzas and ice-cream from the food emporium.

Do you believe the weatherman's temperature readings?

During a recent bitterly cold snap in Auckland, I was astounded to head to the Metservice website to be told the current temp in Auckland was sitting at 13 degrees C ... it felt distinctly more like 5 or 6!

Peeved, I shot off an email to them asking for an explanation of their readings, and got this response in reply:

Hi Gayle and thanks for your enquiry.

The temperature for Auckland on the main webpage is taken at the airport. If you head into the “3 hourly temperatures” tab around the middle of the main webpage, you get a list of the locations around New Zealand with the latest 3 hourly measurements. We also have stations taking measurements at Whangaparoa and Whenuapai for Auckland as well.

Air temperatures are measured at a height of approximately 1.3m above a flat surface which is covered with short grass. The thermometers are housed in a white painted wooden louvered shelter known as a Stevenson Screen. The use of a standard screen allows temperatures to be compared accurately with those measured in earlier years and at different places. The screen is designed to allow the temperature probe to reach equilibrium with the air temperature inside – shielding against rain and warming/cooling by radiation (that is out of direct sunlight) and allows free air flow. This is to give a more accurate reading of the “ambient” or “drybulb” temperature of the atmosphere at that particular location – the temperature measured by a thermometer exposed to the airstream but shielded from radiation and moisture. Indeed, it can be warmer or colder than what you feel depending on the sun’s rays or wind chill but it is the accepted form of temperature measurement by National Weather Services across the globe. It should also be noted than WMO guidelines force consideration that the weather station be placed away from artificial heat sources such as parking lots and buildings. A parking lot, for example poses a threat to temperature interference, not just because of the heat generated from the cars, but also from the black bitumen which is used to cover car parking lots attracting sunlight, thereby increasing the ambient temperature.

You are indeed correct though, it can sometimes feels an awful lot colder/hotter than the temperature recorded depending on factors such a wind chill and direct sunlight. MasterCard-U21 Global Scholarship Programme Marks Fifth Year of Empowering Women Executives in Travel and Tourism Sector

20 Scholarships to be Awarded to Women to Upgrade Skills to Climb Corporate Ladder

With the travel and tourism industry having undergone significant changes over the last year, it is even more imperative for professionals in this sector to upgrade their skills to face the new challenges and opportunities available. MasterCard Worldwide and U21Global Graduate School today announced the fifth year of the MasterCard-U21Global scholarship programme for women in the travel and tourism industry. Launched in 2006, the programme aims to empower women executives through education to realise their full potential. Rural singles revealed

National Fieldays are delighted to announce the finalists for the Rural Bachelor of the Year and the Rural Good Keen Girl competitions. Finalists come from all over New Zealand to compete at the New Zealand National Agricultural Fieldays, 16-19 June, held at Mystery Creek Events Centre, south of Hamilton.

The 2010 Rural Bachelor of the Year finalists are:

The Rural Good Keen Girl competition is a one day event at Fieldays, where the girls will face the same challenging heats as the Rural Bachelors. The new competition is bound to be a favourite at the agricultural event, with the ladies showing the lads how rural girls can hold their own on the farm and in the competition.

Irish vs. The French

The French President is sitting in his office when his telephone rings.

'Hallo, Mr. Sarkozy!' a heavily accented voice said. 'This is Paddy down at the Harp Pub in County Clare , Ireland . I am ringing to inform you that we are officially declaring war on you! We voted to reject the Lisbon treaty!'

'Well, Paddy,' Sarkozy replied, 'This is indeed important news! How big is your army?'

'Right now,' says Paddy, after a moment's calculation, 'there is myself, me Cousin Sean, me next door neighbour Seamus, and the entire darts team from the pub. That makes eleven!'

Sarkozy paused. 'I must tell you, Paddy, that I have 100,000 men in my army waiting to move on my command.'

'Begorra!' says Paddy. 'I'll have to ring you back.'

Sure enough, the next day, Paddy calls again. 'Mr. Sarkozy, the war is still on. We have managed to get us some infantry equipment!'

'And what equipment would that be Paddy?' Sarkozy asks.

'Well, we have two combines, a bulldozer, and Murphy's farm tractor.'

Sarkozy sighs amused. 'I must tell you, Paddy, that I have 6,000 tanks and 5,000 armoured personnel carriers. Also, I have increased my army to 150,000 since we last spoke.'

'Saints preserve us!' says Paddy. 'I'll have to get back to you.'

Sure enough, Paddy rings again the next day. 'Mr. Sarkozy, the war is still on! We have managed to get ourselves airborne! We have modified Jackie McLaughlin's ultra-light with a couple of shotguns in the cockpit, and four boys from the Shamrock Bar have joined us as well!'

Sarkozy was silent for a minute and then cleared his throat. 'I must tell you, Paddy, that I have 100 bombers and 200 fighter planes. My military bases are surrounded by laser-guided, surface-to-air missile sites. And since we last spoke, I have increased my army to 200,000!'

'Jesus, Mary, and Joseph!' says Paddy, 'I will have to ring you back.'

Sure enough, Paddy calls again the next day. 'Top o' the mornin', Mr. Sarkozy! I am sorry to inform you that we have had to call off the war.'

'Really? I am sorry to hear that,' says Sarkozy. 'Why the sudden change of heart?'

'Well,' says Paddy, 'we had a long chat over a few pints of Guinness and packets of crisps, and we decided there is no f****n' way we can feed 200,000 prisoners.'

BILL CONDON TO DIRECT SUMMIT ENTERTAINMENT’S THE TWILIGHT SAGA: BREAKING DAWN

Summit Entertainment has confirmed that Academy Award® winner Bill Condon will direct THE TWILIGHT SAGA: BREAKING DAWN, based on the fourth novel in author Stephenie Meyer’s Twilight series. THE TWILIGHT SAGA: BREAKING DAWN, is currently being written by Melissa Rosenberg, and will star Kristen Stewart, Robert Pattinson and Taylor Lautner. Rare Gecko Find At Maungatautari Ecological Island

Reptile experts throughout New Zealand are excited by the discovery of a dead rare Duvaucel gecko within the pest proof fence at the Waikato’s Maungatautari Ecological Island.

This threatened species has been presumed extinct on the mainland for close to a century so this find could lead to ecologists proving there are until-now undiscovered populations surviving outside of the few offshore islands where they are protected through isolation.

If follow-up surveys show there are other individual Duvaucel geckos nearby, that would indicate protection of area through pest-proof fencing is a way to ensure relict populations can regain a foothold again.

The Maungatautari Ecological Island is an internationally unique 3400 hectare forested pest-proof fenced mountain in the Waikato between Te Awamutu and Cambridge.

Maungatautari Trust ecologist Chris Smuts-Kennedy says the tall, dense, old-growth Maungatautari forest habitat, with many refuges, might have provided sufficient escape cover for the lizards to avoid extinction via rat predation.

“This is like a message from the mountain that what we’re doing is really starting to work. The removal of pests is allowing species that have been hunkered down on the edge of extinction for centuries to finally emerge again. It’s been like a war-time resistance movement, and now liberation has come and they can come out and celebrate in the street.”

Smuts-Kennedy identified the find as a Duvaucel’s gecko, or something very similar, and notified lizard experts straight away. They will now be involved in future investigations.

The Duvaucel is New Zealand’s largest living lizard species at 32cm long and weighing as much as a tui or myna.

Smuts-Kennedy says fossils indicate at one time Duvaucel geckos were widespread throughout both main islands of New Zealand but the species is now found only on a small number of protected offshore island sanctuaries.

“It is possible that this could represent a surviving relict population on the mountain. DNA work is needed to see if it does represent a distinct population from those known on protected islands and that it is indeed a Duvaucel’s gecko, and not a new species perhaps related to them. But we won’t know soon as this work is prolonged and expensive.”

The Maungatautari Ecological Island project is a community vision to remove all introduced mammalian pests and restore the forest to a diversity of plants and animals not seen in this life time.

This discovery has come on top of the most successful bird breeding season so far at the fenced ecological sanctuary. Six kiwi chicks were hatched with their weight gains considered exceptional, indicating kiwi food species are also increasing following the removal of pests. Introduced takahe, kaka, hihi (stitchbird), and popokatea (whitehead) have all bred on the mountain for the first time this year adding to the array of resident breeding birds already there.

Smuts-Kennedy says the rebuilding of the native wildlife community has only just begun.

“Over the next few years we’ll be reintroducing many more bird, reptile and invertebrate species, and perhaps a second bat species.

“It’s a wonderful surprise when a species that’s on our provisional reintroductions ‘shopping list’ like Duvaucel’s gecko, actually pops up to tell us it’s perhaps already here.

Five surgeons

Five surgeons are discussing who were the best patients to operate on.

The first surgeon says, 'I like to see Accountants on my operating table because when you open them up, everything inside is numbered.'

The third surgeon says,
'No, I really think Librarians are the best; everything inside them is in alphabetical order.'

The fourth surgeon chimes in,
'You know I like Construction Workers. Those guys always understand when you have a few parts left over at the end, and when the job takes longer than you said it would.'

2. The chef at a hotel in Switzerland lost a finger in a meat cutting machine and after a little shopping around, submitted a claim to his insurance company. The company expecting negligence sent out one of its men to have a look for himself. He tried the machine and he also lost a finger... The chef's claim was approved.

3. A man who shovelled snow for an hour to clear a space for his car during a blizzard in Chicago returned with his vehicle to find a woman had taken the space. Understandably, he shot her.

4. After stopping for drinks at an illegal bar, a Zimbabwean bus driver found that the 20 mental patients he was supposed to be transporting from Harare to Bulawayo had escaped. Not wanting to admit his incompetence, the driver went to a nearby bus stop and offered everyone waiting there a free ride. He then delivered the passengers to the mental hospital, telling the staff that the patients were very excitable and prone to bizarre fantasies. The deception wasn't discovered for 3 days.

5. An American teenager was in the hospital recovering from serious head wounds received from an oncoming train. When asked how he received the injuries, the lad told police that he was simply trying to see how close he could get his head to a moving train before he was hit.

6. A man walked into a Louisiana Circle-K, put a $20 bill on the counter, and asked for change. When the clerk opened the cash drawer, the man pulled a gun and asked for all the cash in the register, which the clerk promptly provided. The man took the cash from the clerk and fled, leaving the $20 bill on the counter. The total amount of cash he got from the drawer... $15. [If someone points a gun at you and gives you money, is a crime committed?]

7. Seems an Arkansas guy wanted some beer pretty badly.. He decided that he'd just throw a cinder block through a liquor store window, grab some booze, and run. So he lifted the cinder block and heaved it over his head at the window. The cinder block bounced back and hit the would-be thief on the head, knocking him unconscious. The liquor store window was made of Plexiglas. The whole event was caught on videotape.

8. As a female shopper exited a New York convenience store, a man grabbed her purse and ran. The clerk called 911 immediately, and the woman was able to give them a detailed description of the snatcher. Within minutes, the police apprehended the snatcher. They put him in the car and drove back to the store. The thief was then taken out of the car and told to stand there for a positive ID. To which he replied, "Yes, officer, that's her. That's the lady I stole the purse from."

9. The Ann Arbor News crime column reported that a man walked into a Burger King in Ypsilanti, Michigan at 5 A.M., flashed a gun, and demanded cash. The clerk turned him down because he said he couldn't open the cash register without a food order. When the man ordered onion rings, the clerk said they weren't available for breakfast... The man, frustrated, walked away. [*A 5-STAR STUPIDITY AWARD WINNER]

10. When a man attempted to siphon gasoline from a motor home parked on a Seattle street, he got much more than he bargained for.. Police arrived at the scene to find a very sick man curled up next to a motor home near spilled sewage.. A police spokesman said that the man admitted to trying to steal gasoline, but he plugged his siphon hose into the motor home's sewage tank by mistake. The owner of the vehicle declined to press charges saying that it was the best laugh he'd ever had.

Visa to roll out chip and PIN technology for New Zealand

Signatures will be phased out as part of a seven-point strategy to crackdown on card fraud
 
Visa has announced it will move to chip and PIN technology for all New Zealand Visa cards over the next four years, with signatures no longer accepted at the checkout from 2012, as part of a wide-ranging agenda to cut card fraud.

Visa’s Country Manager for New Zealand, Sean Preston, said Visa was working with financial institutions and retailers to upgrade more than 2.6 million Visa cards in New Zealand[1] and thousands of merchant point of sale terminals and ATMs to chip and PIN technology.

“From April 2010, all new Visa credit cards issued in New Zealand will feature secure embedded smart chips to give New Zealanders a higher level of confidence in the security of their transactions,” Mr Preston said. “This will be followed by the upgrade of Visa debit and reloadable prepaid cards from April 2012,” he added.

“Chip technology will also offer banks and merchants the ability to provide their customers with benefits such as faster transactions, innovations such as contactless payments and the opportunity to store information such as reward programs on their cards.”

Mr Preston said the move to chip and PIN was part of a comprehensive seven-point security agenda that also includes initiatives to enhance the security of online transactions.  Cardholders will be enabled to use a Verified by Visa password when shopping over the internet.  Online retailers will be required to capture the three-digit cardholder verification number when processing transactions, while small and medium sized businesses will be required to enhance their levels of data security.

“These initiatives are part of a comprehensive security upgrade aimed at providing cardholders with a higher level of confidence and significantly reducing all types of card fraud including counterfeit, skimming and online fraud,” Mr Preston said.

“While card fraud in remains low by world standards, overseas criminals are becoming increasingly active in seeking out new arenas. The time is right to take advantage of the new technologies available to work across the industry, with banks and merchants, to strengthen security across the board. However, non-New Zealand issued magnetic stripe cards will continue to be accepted with signatures as will overseas chip cards without PINs,” Mr Preston said.

Visa has been consulting with financial institutions and merchants to agree on the following actions and timelines:

·         Moving to 100 percent chip card issuance.  By 1 April 2010, banks and other financial institutions must issue all new Visa credit cards on chip; by 1 April 2012 all new Visa debit and reloadable prepaid cards must be on chip; and by 1 April 2014, 100 percent of all Visa cards must be on chip. 

·         Ensuring all merchant acceptance terminals must be chip capable and activated by 1 July 2011.

·         Ensuring all new Automated Teller Machines (ATMs) commissioned must be chip capable by 1 April 2011. 

·         Introducing a broad rollout of PIN (Personal Identification Number) verification for all domestic transactions, with signatures no longer accepted from 1 April 2012.

·         Issuers must enrol all Visa cards for Verified by Visa, a free service for cardholders that provides a password for secure online shopping, by 1 April 2012.

·         All merchants who take online, telephone and mail order transactions must check the three-digit card verification code (known as CVV2) from 1 April 2012.

·         Small and medium sized (Level 4) merchants will be required to implement higher levels of data security.  Acquiring banks will be required to provide Visa with a program for their merchants to comply with the Payment Card Industry Data Security Standard (PCI DSS) by 30 April 2010 that includes a strategy for risk profiling, merchant education and compliance reporting twice per year.

Currently about four percent of Visa cards issued in New Zealand are chip-enabled[2].  Chip cards used with PINs have proven to be effective in reducing counterfeit card fraud overseas. The UK introduced compulsory chip and PIN in 2006, resulting in fraud losses at UK retailers falling by 35 percent between 2005 and 2008[3].  In Malaysia, chip technology was mandated in 2005 and resulted in domestic counterfeit fraud on Malaysian-issued Visa cards being virtually eliminated within 12 months[4].

Mr Preston said that recent fraud trends have highlighted Card Not Present (CNP) fraud as an area of concern.  “Initiatives such as CVV2 and Verified by Visa will focus on online security and empower cardholders to play a more active role in protecting their information.”

In addition to its multiple layers of security, Visa offers purchase protection across all of its credit, debit and prepaid cards issued in New Zealand under its Zero Liability policy. Under this policy, Visa cardholders are not held liable for unauthorised transactions whether they are conducted online, in person or over the phone[5].
